Can you only edit other peoples posts if you created the topic that that post is on?

I can edit any post that is on this forum right now if I want Since I started this topic. I will add an ! to Evans comment to prove it. But I can't to some other topics. Also this is my 100th post. Yeah!!!

Also what is the option for editing that is next to the X (which I assume deletes posts) That says "ip"?

The "ip" is to see the stats as I would guess.

But I don't really know on the other thing I'll go and check it.
